Opponents of the latest casino proposal before Ohio voters say there's a loophole in the constitutional amendment that would permit its operators to eventually pay no taxes at all. But the casino's developer says there is no loophole, and he makes a promise to Ohio if voters okay his plans. We'll go deep into Issue 6 -- the casino issue.
